LMI helps decision makers in the Department of Defense and civil agencies answer this question through accurate, practical cost-estimating techniques and analysis expertise. Our wealth of program experience, subject-matter expertise, and an immense variety of value-added analysis techniques distinguish us from those who rely on black box or generic cost-estimating tools. We can use off-the-shelf cost models and will apply them when called for, but we don’t allow the absence of a ready-made solution hamper our analysis. We have created unique models and methods, customized to the job at hand.

 

We routinely support the Office of the Secretary of Defense Cost Analysis Improvement Group (CAIG), performing ground-breaking cost research and developing new tools and methods for independent cost analysis, such as a cost-and-budget phasing model, empirical models using cost progress curves, and the Rayleigh Analyzer™. The CAIG uses our Cost Analyst’s Companion© as a teaching aid and routinely uses our estimating tools today as it fulfills its review and oversight responsibilities.

 

LMI researchers also developed Generalized Activity Network Simulations (GANS), valuable tools for estimating the costs of development programs. We have used this technique to assess some of DoD’s most visible programs, such as the Navy’s Cooperative Engagement Capability Block II, and for schedule and risk analysis of complex development programs, such as missile defense systems (THAAD, Aegis BMD, PAC-3), satellite developments (TSAT, MUOS, Coriolis, and AEHF), and sensor systems (Aerial Common Sensor).
