Scott P. Recinos Promoted to Program Manager   

Will lead LMI’s work for DHS’s Secure Border Initiative Program

MCLEAN, Va., September 20, 2007—Adm. Donald L. Pilling, CEO of LMI, announced the promotion of Scott P. Recinos to Program Manager in the Energy and Environment group. He will be managing a major Department of Homeland Security initiative, working with the Program Management Oversight Office for the Customs and Border Protection Secure Border Initiative. His responsibilities include leading National Environmental Policy Act compliance activities associated with the project, which involves the construction of 225 miles of fence along the borders of Texas, New Mexico, Arizona, and California by December 2008.

Mr. Recinos worked in LMI’s Facilities and Engineering Management Group from 1997 to 2000 and returned to LMI in 2005. He has more than 19 years of civil and environmental engineering experience, with expertise in municipal and public works, master planning, water and wastewater conveyance and treatment, and water resources, including studies, planning, budgeting, design, operations and maintenance, and construction management. Before rejoining LMI, Scott managed the North American municipal consulting and design-build divisions of Veolia Water, the world’s largest water service provider.

He is a licensed professional engineer and has a Bachelor of Science degree in civil engineering and a Master of Science degree in environmental engineering, both from Virginia Tech.
