Clients and Solutions

GSA—Making Acquisition Easier and More Effective

The General Services Administration's $300 billion responsibility to make acquisitions for federal agencies was stretching the capacity of its infrastructure to support growing requirements. LMI was asked to assess trends in service procurements, recommend ways to reduce stress on the acquisition workforce, and improve acquisition safeguards. We identified evolving customer needs and highlighted major changes in how agencies are acquiring technology products and services. Our work will help GSA business lines better meet customer requirements, make it easier for industry contractors to deal with GSA's acquisition processes, and enhance the efficiency of GSA administrative support functions.

 

Howard University—Improving Support of Education, Research, and Healthcare

Howard University is a nongovernment, non-FAR-based organization that supports education, research, and healthcare operations. The Howard University board of trustees asked LMI to review the university's procurement and contracting policies, procedures, and practices to determine whether they comply with overall policies and procedures; identify opportunities for improving service and lowering costs; and protect and advance the university's interests. LMI produced a baseline "as-is" assessment of Howard University's capabilities and a "to-be" series of practical and implementable recommendations. The recommendations give the university the means to improve service delivery and lower costs while maintaining the necessary management controls.

 

DoD—Improving Information for Decision Making

The Department of Defense and many other federal agencies are adopting a "portfolio management" approach to decision making. New types of acquisition analytics are needed to support this approach. LMI developed a way for defense programs to be displayed by the Joint Staff's Joint Capability Areas, a new framework for assessing defense capabilities. None of the existing analytical tools were capable of showing how DoD's organizations, weapons systems, and other programs supported the elements of this new framework. Our approach overcame several major analytical barriers and rapidly produced results that were credible to senior leaders. Our product allows leaders to see the "defense portfolio" from many angles and shows how programs are changing over time to address new challenges and new threats. This will provide leaders with better information for decision making and result in decisions that will make a real difference in future defense capabilities.
