September 11 highlighted our homeland’s vulnerability, prompting DoD to closely examine the threats, risks, and weaknesses of its sensitive weapons and munitions—all highly valued terrorist targets. Recognizing that munitions can be vulnerable during the distribution cycle, we developed a plan for strengthening DoD’s global processes for distributing arms, ammunition, and explosives, including capabilities to respond to a terrorist attack or other serious incidents.

 

Subsequently, the Under Secretary of Defense for Acquisition, Technology and Logistics signed the LMI-developed Department of Defense Implementation Plan for the Distribution of Arms, Ammunition and Explosives. The plan charts the course for achieving the vision, goals, objectives, actions, and milestones for improving the management, safety, and security of DoD’s arms, ammunition, and explosives through the logistics chain. It identifies new roles, responsibilities, and policies governing the distribution of munitions worldwide; evolving technologies that enhance visibility and security during transit; and new processes for responding to attacks, accidents, or other emergencies—all summing to safer Americans and safer American military assets around the world.
