REALIZING ARMY POWER PROJECTION
A recognized leader in force projection and mobility issues, LMI continues to play a crucial role in shaping and implementing future programs—ensuring that our military can respond to any and all upcoming threats. We are a long-term partner with the Army power projection community, and our analysis in support of the development and implementation of the Army Strategic Mobility Program and the Army Power Projection Program has broken new ground.
Faced with the evolving demands of the National Security Strategy, the Department of Defense (DoD) increasingly emphasizes deploying U.S. forces and equipment more quickly and effectively, better utilizing limited resources. LMI assessed the availability and capabilities of airlift and sealift platform technologies and recommended types and numbers of platforms, as well as necessary processes, to meet DoD objectives. The Army accepted our recommendations and is pursuing research, development, test, and evaluation studies. We also developed force strength and equipment metrics to help Army leaders evaluate progress toward meeting joint swiftness goals. The Army accepted and is implementing our recommendations.
Because of the field demands for personnel, staff turnover, and continuing pressure to employ limited resources more effectively, the Army staff must understand the Planning, Programming, and Budgeting System to influence the overall funding process. We documented the end-to-end funding process and support requirements, enabling staff officers to more effectively and competitively present and address critical Army requirements.
In an environment of dynamic command relationships, changing mission responsibilities, and a declining familiarity with long-standing deployment processes, we facilitated a highly constructive dialogue among key logistics organizations. The discussions resulted in agreements on operational logistics responsibilities and alignment of funding with mission responsibilities. We then drafted the Army regulation on deployment and redeployment, which was accepted and is in the staffing process.
