ADVANCING DOD CAPABILITY-BASED PLANNING AND MANAGEMENT
The Strategic Planning Guidance emphasizes continuing to build on Department of Defense capability-based planning and management efforts. Joint capability portfolio management (CPM) has become the means for following this guidance. CPM restructures development and resourcing of current and new capabilities, and their alignment to meet future warfighter needs. To test CPM viability, the Deputy Secretary of Defense, through his advisory working group, selected four capability areas—one of which was Joint Logistics (JtLog)—as test cases.
Throughout the JtLog test case—from development of the master test case plan to more specialized test case support—we worked side by side with senior DoD logistics leaders, helping them chart the future for logistics portfolio analysis and management. LMI helped develop the first DoD-wide supply chain operations (SCO) process map and assisted SCO test case process analysis teams in their investigation of the interfaces between the supply, maintenance, and distribution processes. We also proposed new logistics governance constructs to aid in execution of JtLog CPM.
The work of the JtLog test case participants culminated in validation of CPM principles and recommendations critical in implementing JtLog portfolio management. LMI was a major contributor to those results.
