CLIENTS AND SOLUTIONSDOE—Cost Analysis and Program Management Review The Department of Energy is constructing a nuclear waste treatment facility at its Hanford, WA, site—the second largest public works project in the United States. Two years after construction began, the project was predicted a 45 percent cost overrun and a 4-year schedule delay. DOE asked LMI to identify the cause of the overrun and schedule delay, as well as assess the program management and contract management policies and procedures as they applied to the project. Senior DOE management used our findings and recommendations as a basis for its corrective action plans.
NASA—Improving Infrastructure Management The Facilities Engineering and Real Property Division of the National Aeronautics and Space Administration provides facilities management leadership, policy, and guidance to 10 NASA Centers nationwide. It asked LMI to assess the facilities management organizations that are locally managed at the 10 Centers—design and construction, operations and maintenance, and real property management—and to interview external organizations to identify practices that NASA should consider adopting. Our report describes the adequacy of current staffing levels and mixes,staffing issues,and best practices and performance metrics used at individual Centers that could be implemented across all Centers. We also helped develop NASA’s Real Property Asset Management plan in response to Executive Order 13327. NASA's plan details how it will promote efficient and economical use of its real property assets, valued at over $23 billion in current replacement value.
DOE—Third-Party Reviews The Department of Energy has established requirements for new facilities to be constructed at various research and development centers around the country. The field offices are recommending that the construction of these facilities be financed by private developers and leased to the government via an operating lease. LMI performs independent assessments of the field offices’ proposals for private development. The assessments determine economic viability as well as reasonableness of the project costs and the financing structures, from DOE's perspective. As a result, DOE is able to establish whether these proposed private development alternatives are suitable for approval or not.
IRS—Strategic Competitive Sourcing As part of the competitive-sourcing process, the Internal Revenue Service conducts a business case analysis before initiating A-76 cost competitions. LMI helps the IRS identify private-sector firms capable of providing the services under review as well as potential cost savings strategies that the in-house organization could implement. By comparing the cost of the as-is organization with each of the alternatives, we identify the costs and benefits associated with proceeding with an A-76 cost competition. As a result, the IRS can focus competitive-sourcing initiatives on functions that have the highest probability of saving costs. |
