What you don’t know can hurt you. Mistakes in implementing financial management systems are costly—and unnecessary. LMI works with clients from preliminary concept to final implementation of a fully tested and operational system. We provide senior program management planning and oversight of system implementation, including the following:

• Developing an acquisition strategy
• Providing sections for a request for information or request for proposals
• Defining functional and technical requirements
• Planning and conducting software acceptance testing
• Performing independent verification and validation (IV&V) that software meets requirements as it is implemented
• Performing special studies and analysis for financial management
• Conducting earned value, “what if,” and trend analyses
• Performing quality assurance reviews of deliverables
• Conducting program risk assessment (using PRE™)
• Developing and facilitating a communications structure.

CLIENTS AND SOLUTIONS

U.S. Army—Modernization of Financial Management

The Army is working to improve mission performance and plan for future needs by acquiring a commercial off-the-shelf (COTS) financial management system, the General Fund Enterprise Business System (GFEBS). LMI defined financial management requirements, analyzed alternative solutions, and developed a progression path, coordinating with the Air Force to exchange best practices. Our work provides a sound basis for the Army’s decision to acquire a new financial management system and a plan to guide next steps.

U.S. Capitol Police—Successful Move to Center of Excellence

The U.S. Capitol Police selected one of the federal Centers of Excellence to provide cross-servicing support for implementation of a new core financial system. LMI initially defined requirements for modernizing the financial management system and then provided IV&V support during implementation to make sure the system delivered met those requirements. We reviewed project deliverables and briefed senior management on suggested improvements to the implementation project.
