STRATEGIC PLANNING, GOVERNANCE, AND PORTFOLIO MANAGEMENT

CAPABILITIES

We help senior federal managers view and manage their enterprise applications and programs as investments that deliver value to the government and its citizens. LMI delivers world-class, end-to-end, life-cycle governance services and products using a toolset with linked methods. Our methods are built on recognized best practices and an expert understanding of the Clinger-Cohen Act, Federal Enterprise Architecture (FEA) program, and Government Accountability Office guidance.

  • Strategic Assessment. For a project, portfolio, or major program, LMI conducts assesses the investment’s strategic context, including its alignment with the agency’s business priorities and the organizations and strategies necessary to achieve the desired outcomes.
  • Business Case Analysis. We produce world-class business cases that help define and distill the essence of a program on the basis of its strategic, business process, and informational value. We help our clients translate investment value into tangible and intangible benefits, identify alternatives, and compare benefit and cost streams using OMB Circular A-11, A-76, and A94 guidance to determine an investment’s annual and overall risk-adjusted rate of return. Project cost analysis tools we use include SLIM, COCOMO, and Program Risk Evaluation™. We also help implement earned-value management systems that meet ANSI/EIA-748-A-1998 requirements.
  • Performance Management. We ensure that our clients have in place a comprehensive performance management “system” with actionable processes and measures that align with agency strategic goals and the FEA performance reference model, satisfy government-wide mandates such as the President’s Management Agenda, and use best practice approaches such as the balanced scorecard.
  • Portfolio Management. We help agencies identify and collect investment data and turn them into meaningful capital planning and improvement information that allows them to assess and manage the value of projects within their information technology (IT) portfolios throughout the select, control, and evaluate phases of each investment’s life cycle.
  • Strategic Planning. To improve IT organizations or processes, we incorporate our capital planning expertise within an enterprise architecture framework using our LMI Enterprise Architecture Practice (LEAP™) method to identify gaps between the “as-is” and “to-be” business goals, objectives, processes, information, and technologies.

CLIENTS and SOLUTIONS

DHS—Protecting Our Borders

We are providing detailed analysis and developing supporting documentation for non-intrusive inspection (NII) equipment and technology, a critical Customs and Border Patrol (CBP) investment with life-cycle costs of more than $1 billion. We completed the first phase of an operational analysis for this mixed-cycle investment, prepared earned value reports for the Department of Homeland Security (DHS), developed cost estimates, completed three business cases, developed performance measures and metrics, and drafted budget planning documents. Going forward, we will continue to update performance measures and metrics and business cases for this priority investment program.

 

HHSPreparing Business Cases

During the past several years, we have helped the National Institutes of Health (NIH) improve the quality of IT business cases. As a result of our expertise, NIH was able to improve its business case scores and remove five business cases from the Office of Management and Budget (OMB) watch list. We also helped the Office of the Deputy Chief Information Officer improve its capital planning and investment control and business case development processes. In addition, we prepared the first ever consolidated business case across multiple component agencies for the department’s enterprise financial management application, the Unified Financial Management System (UFMS), one of the largest financial management implementations in the world. That business case earned the highest score of any IT investment in the department during the first fiscal year of support. Recently, we completed a business case for the Health and Human Services (HHS) Consolidated Acquisition Solution, an enterprise application integrated with UFMS that helped remove this investment from the OMB watch list.
