HEALTH SYSTEMS MANAGEMENT

Capabilities

LMI serves or has supported every federal agency with a healthcare mission—from the Centers for Disease Control and Prevention (CDC) to the Department of Defense. We have strong capabilities across the healthcare spectrum, giving our healthcare clients the recommendations they need to make a difference. Our areas of capability include the following:

  • Health logistics planning and evaluation
  • Integrating healthcare supply chains
  • Healthcare emergency response planning
  • Medical and veterinary stockpiles and kits
  • Health plan program management
  • Critical infrastructure protection.

CLIENTS AND SOLUTIONS

CDC—Preparing the Strategic National Stockpile

In the post-9/11 environment, rapid response to potential terrorist threats or public health emergencies is critical. LMI helped CDC create and maintain a Strategic National Stockpile (SNS) of drugs and medical supplies to respond quickly to these events. Our roles have been diverse: we have created acquisition, storage, and distribution strategies; evaluated, selected, and implemented enterprise resource planning systems; and planned and conducted complex, no-notice exercises to test CDC and its leaders. The result? The SNS provides a cutting-edge logistics and public health response program capable of speeding very large quantities of medical assets and the staff to manage them anywhere in the United States within hours.

USDA—Protecting our Nation’s Food Supply

USDA has established the National Veterinary Stockpile (NVS) to protect our food supply from natural disease and terrorist-created outbreaks. We are at the heart of the birth of this new program, which requires delivery of critical medical and veterinary supplies and equipment with virtually no notice. LMI has a team of emergency response planners, outreach specialists, and supply acquisition experts that helps the NVS with a variety of program tasks. So far, our outreach team has developed plans for and helped to orchestrate exercises in North Carolina, Georgia, and Iowa, and exercises in California and South Carolina are soon to come.

NYC OEM—Sheltering Storm Refugees

As part of the New York City (NYC) Coastal Storm Plan (CSP), LMI developed the Shelter System Stockpile Plan (SSSP) for the NYC Office of Emergency Management (OEM), which coordinates all phases of city response in the event of a coastal storm, including meeting the needs of evacuees requiring shelter, food, water, and other necessities. The SSSP is a strategy for acquiring, storing, and delivering required supplies for approximately 600,000 refugees in more than 500 shelters for 7 days. LMI developed a shelter support kitting strategy that will simplify the storage and delivery of these critical life support items, significantly shortening response time.

CMS—Ensuring Integrity of Service

For the Centers for Medicare & Medicaid Services (CMS), we fill an important role as a Medicare Managed Care—Program Integrity Contractor. We advise the agency on its Medicare Trust Fund stewardship role and serve as its extension in overseeing key elements of the program. For example, we analyze pricing and verify plan benefit design for the more than 3,000 “Medicare Advantage” managed care plans, a privileged role that typifies our unusually close client relationship, which has endured for more than 8 years.

Military Healthcare—Managing a Complex Multimission System

We have worked with the Defense Logistics Agency, Defense Supply Center Philadelphia, U.S. Army Medical Research and Materiel Command, and the TRICARE Management Activity in many initiatives to improve the military healthcare system (MHS). We perform strategic reviews of its overall structure and operations, support DoD implementation of next-generation information systems, and analyze ongoing battlefield medical support. We recommended overhauls of mechanisms to finance and manage the system, spearheaded the adoption of integrated enterprise architectures throughout the MHS, and championed new relationships between the MHS and its commercial and government partners through the Defense Logistics Agency Executive Agency initiative.
