INDEPENDENT RESEARCH AND DEVELOPMENT (IR&D)The cornerstone of the Research Institute is its independent research and development (IR&D) program. LMI invests a substantial amount each year in this program for producing inventions, innovations, and bold new thinking to achieve revolutionary advances in government management.
The IR&D program focuses on cultivating new ways of thinking about problems and creating methods and tools to implement that thinking. The projects are intended to break established thought patterns and to discover better means of looking at critical management issues. The work includes strategic research projects, development of methods and models, and enhancement of existing versions.
Examples of IR&D projects underway include the following: Agent-Based Modeling For Aviation Policy AnalysisApplication of an evolving new technique to policy analysis of the national aviation system. Logistics Functionality Gap AssessmentAn investigation of logistics implications associated with newly emerging battle scenarios. Crosscutting Performance MetricsDevelopment of a means to standardize measures of human performance among federal agencies. Airspace System ResearchDevelopment of a national airspace system operations model. Knowledge Transfer ManagementDevelopment of a tool to help agency leaders manage the transfer of personal and institutional knowledge from older workers, as they retire, to younger ones. Biowatch ResearchDevelopment of mobile software security and audit tools in support of program field audits related to bioterrorism programs.
