Senior STAFF

The LMI Research Institute is led by a Distinguished Visiting Scholar (DVS), an annually rotating position held by an eminent academic. It is managed by a Director, an outstanding LMI professional, who is a leader in his field. A series of Research Institute Chairs are filled by senior functional area thought-leaders who work to advance LMI's research efforts and directly support LMI's research staff. The Research Institute is staffed by senior research fellows, creative thinkers with a passion for achieving change through research and innovation. The Research Institute reports to a review board chaired by LMI's CEO. 

Distinguished Visiting Scholar

Dr. Thomas Triscari. As an associate professor in the Lally School of Management and Technology, Dr. Triscari teaches graduate and undergraduate quantitative and qualitative analysis classes at Rensselaer Polytechnic Institute (RPI). He is a retired Air Force lieutenant colonel with more than 20 years of federal service and served as a staff member on the House Committee on Appropriations, Surveys, and Investigations. In 2004, he was awarded an American Association for the Advancement of Science (AAAS) Science and Technology Policy Fellowship at the Department of Homeland Security. Dr. Triscari earned a BS and an ME in management engineering, an MS in operations research and statistics, and a PhD in engineering management from RPI.

Director

Mr. Maurice A. Kelly. An expert in business strategies, disaster recovery planning, and systems development and implementation, Mr. Kelly spent several years with the Management Information Systems unit at LMI before joining the Research Institute in 2005. He is an intelligence officer in the Navy Reserve, serves on the board of the Virginia High-Tech Partnership, Norfolk State University's Enterprise and Empowerment Foundation ( E²F), and is founder of the Irma Rose Foundation, an organization dedicated to advancing the careers of disadvantaged youth. He joined LMI in 1999 after serving on active duty in the U.S. Navy and the Army National Guard reserves. Mr. Kelly holds a BS in management information systems from Norfolk State University and an MS in information systems management from Rensselaer Polytechnic Institute.

Research Institute Chairs

Donna D. Bennett. An extraordinarily successful civil servant, Ms. Bennett joined LMI in 2005 after a distinguished career as the commissioner of the General Services Administration’s (GSA's) Federal Supply Service (FSS), an organization of 3,000 that annually provides more than $42 billion in supplies and services to federal agencies worldwide. As FSS commissioner, Ms. Bennett directed extensive procurement and global supply operations, managed more than 190,000 vehicles of the worldwide federal fleet, guided the federal government’s travel and transportation management operations, and oversaw the reutilization and sale of federal excess and surplus personal property. In previous positions, Ms. Bennett served as FSS deputy commissioner, head of GSA’s government-wide travel policy office, and an economist with the Civil Aeronautics Board. She has a bachelor’s degree in economics and an MBA from the University of Maryland. She received Presidential Rank Awards for Meritorious and Distinguished Service, as well as the GSA Administrator’s Awards for Distinguished and Meritorious Service.

 

Lieutenant General Richard L. Kelly, U.S. Marine Corps (Ret.). In 2005, General Kelly joined LMI as the research chair for the Logistics business unit. He previously served as Deputy Commandant, Installations and Logistics, responsible for the leadership, management, and modernization of the world-wide Marine Corps logistics/supply chain; facilities and real estate; e-business and contracting; small business; and maintenance, distribution, and services. General Kelly instituted the Logistics Modernization Program and personally drove Corps-wide change through a comprehensive approach that included process reengineering, technology insertion, organizational reform, base regionalization, activity-based resource management, best practice insertion, and education. He holds a BA in history from Pennsylvania State University, a BA in economics and business administration from Chapman College, and an MBA from Pepperdine University. He is a graduate of the Industrial College of the Armed Forces (with distinction), Naval Postgraduate School Executive Business Course, University of North Carolina Advanced Program in Logistics and Technology, and Center for Creative Leadership at the Peak Course.

Visiting scholars

Dr. Jules Delaune. Dr. Delaune has more than 25 years of experience as a practicing physician and managed care leader in private and academic settings. He has held senior positions in several managed care organizations, most recently Great West Healthcare, where he served as regional vice president and medical director in Dallas. His interests include the role of information and decision support systems in improving the quality of and access to healthcare while containing costs. Before joining LMI, he was a senior advisor at New England Healthcare Institute in Cambridge, MA, where his work focused on clinical inefficiency and physician decision making. In addition to his MD from Baylor College of Medicine, he holds a BA from the University of Texas Austin, a master's in medical management from Tulane University School of Public Health, and an MPA from the Kennedy School of Government.

 

Dr. Steven Gabriel. Dr. Gabriel is an associate professor in the Civil and Environmental Engineering Department and the Applied Mathematics and Scientific Computation Program at the University of Maryland. He has more than 20 years of experience in industry and academics and is an expert in operations research, specializing in optimization, game theory, and probabilistic modeling. His current line of research projects focuses on building large-scale, game-theoretic models of energy markets with emphasis on those in global natural gas and electric power. While at LMI, he is pursuing infrastructure modeling and policy analysis research. Dr. Gabriel has a BA in French with a concentration in applied math from Middlebury College, an MS in operations research from Stanford University, and an MA and a PhD in mathematical sciences from The Johns Hopkins University. He is the Gilbert F. White Fellow at Resources for the Future.

PostDoctoral Scholar

Dr. Anmarie J. Widener. A former clinical social worker and lecturer, Anmarie J. Widener came to LMI from Georgetown University, where she lectured on gender, the welfare state, and globalization. Before that, she had a private practice in clinical social work and taught graduate school for the School of Social Work at the University of Michigan. Her publications feature the topics of abortion and miscarriage, psychotherapy, schizophrenia, psychodynamic theory, mental health disorders in children, family therapy, gender, cross-national family leave policies, and welfare state theory. Her expertise includes mental health, work/life balance, and healthcare policy analysis. She holds a BA and an MA from Michigan State University, an MSW in clinical social work from the University of Michigan, and a PhD in social science from Leiden University, The Netherlands.

 

Senior Research Fellows

Dr. Michael E. Canes. A nationally recognized expert in the field of energy economics, Dr. Canes joined LMI in 2000 after a distinguished career as vice president and chief economist of the American Petroleum Institute. His areas of expertise include energy economics, energy management, energy policy, environmental management, and environmental economics. He earned a BS in mathematics and an MBA from the University of Chicago, an MS in economics from the London School of Economics, and a PhD in economics from UCLA.

 

Dr. James A. Forbes. An acknowledged expert in the field of management, Dr. Forbes' interests include program management; technology management; life-cycle cost management; the management of data, knowledge, and large-scale information systems; and systems dynamics. He is a retired Air Force officer and has been with LMI since 1996. Dr. Forbes earned a BA in letters from the Pennsylvania State University, an MS in operations research from the Air Force Institute of Technology, and a PhD in technology management and public administration from The George Washington University.

 

Mr. Michael J. Konvalinka. A leading expert in the fields of information system design and development and military readiness, Mr. Konvalinka works on military major equipment inventory and readiness systems, contract reporting information systems, and financial modeling and analysis. He has been with LMI since 1979 and earned a BS in mathematics from the U.S. Air Force Academy and an MS in mathematics from Colorado State University.

 

Mr. George W. Kuhn. A widely renowned expert in the field of battle casualty modeling and patterns, Mr. Kuhn focuses on force and weapon effectiveness, relationships between military technology and tactics, combat modeling, and logistics policies and structures. He has been with LMI since 1985 and earned a BA in political science from Wake Forest University, an MA in political science from the New School for Social Research, and a JD from Georgetown University.

 

Dr. David A. Lee. One of the country's leading experts on cost analysis, and an applied mathematician, Dr. Lee works on rational models for cost analysis and estimation and earned value analysis, as well as probabilistic models of tactical air engagements and campaigns. He originated LMINET, LMI's queuing network model of national and international airspace systems. He was the staff director of OSD's Cost Analysis Improvement Group and headed the Department of Mathematics and Computer Science at the Air Force Institute of Technology. He has been with LMI since 1996 and holds a BS in electrical engineering from the University of Missouri, an MS in applied mathematics from Brown University, and a PhD in mechanics from the Illinois Institute of Technology.

 

Dr. Norman T. O'Meara. A widely recognized expert in the field of manpower and workforce planning, Dr. O'Meara works on mathematical modeling, weapon-target assignment algorithms, and planning, programming, and budgeting systems analyses. He is a retired Army officer and has been an LMI employee since 1991. He earned a BS from the U.S. MIlitary Academy at West Point, an MS in mathematics and an MS in operations research and statistics, both from Rensselaer Polytechnic Institute, and a DSc in operations research from The George Washington University.

 

Joseph Romito. As a thought leader in the fields of financial management, resource management, business process reengineering, requirements analysis, and the Planning, Programming, and Budgeting System (PPBS), Mr. Romito contributes greatly to LMI’s Financial Management group. He joined LMI in 1992 after an illustrious career as an Army officer. He earned his BS in business and MBA from the University of Santa Clara and his MS in management information systems from The George Washington University.
