McLean, Virginia, September 25, 2006—Adm. Donald L. Pilling, CEO of LMI, announced the promotion of Wilhelm A. “Butch” Hansen Jr. to Program Manager in the Resources and Acquisition group. In his new position, he will focus on studies and analysis involving strategic planning, capabilities requirements determination and resource allocation strategies for senior government leaders.
Mr. Hansen joined LMI in 2004 after 29 years in the U. S. Navy. While in the Navy, he advised top-level decision makers on warfare capability analysis and assessments, program and budget options, long-range investment strategies, and planning and programming process and organization improvements. He produced the first comprehensive investment strategy that balanced risks across all Navy functional areas and led to decisions on future force size and structure, major ship and aircraft building programs, and changes to operating concepts. He also represented the Navy as a key member of the Secretary of Defense’s Joint Defense Capability Study, which examined Department of Defense strategy and capabilities development, programming, budget, and execution processes. A primary contributing author to the study, he focused on the strategic planning process and the development of major organization change options.
Mr. Hansen has a bachelor of science degree in ocean engineering from the U.S. Naval Academy and a master’s degree in national defense and strategic policy from the Naval War College.
