NewsDon Pilling to Chair Defense Advisory Committee Chairs committee charged with restructuring military compensation
McLean, Virginia, March 25, 2005—Secretary of Defense Donald Rumsfeld has appointed LMI President and CEO Donald L. Pilling, Admiral, USN (Ret), chairman of the Defense Advisory Committee on Military Compensation.
Established under the provisions of the “Federal Advisory Committee Act,” the committee is charged with developing a strategic architecture for military compensation that provides a balance between pay and benefits; between current and deferred compensation; and among those in combat, forward deployed for training, and conducting normal peacetime operations at their home stations. The committee is to submit a preliminary report on its recommendations to Secretary Rumsfeld by September 2005.
Other members of the committee are Dr. Walter Oi, Professor of Economics, University of Rochester; Dr. Martin Anderson, Senior Fellow, Hoover Institution, Stanford University; Mr. Frederic Cook, Chairman, Frederic C. Cook, Inc., a management compensation consulting firm; Mr. Joseph Jannotta, Chairman and Founder, Jannotta, Bray & Associates, a career consulting firm; General Les Lyles, USAF (Ret), former commander of the Air Force Materiel Command; and Dr. John White, former Deputy Secretary of Defense and chair of the Kennedy School of Government Middle East Initiative, Harvard University.
Before becoming LMI’s President and CEO in January 2002, Don was vice president for strategic planning at Battelle Memorial Institute. Prior to joining Battelle, he had a distinguished career in the U. S. Navy that included commanding a cruiser destroyer group, performing resource analyses in the Office of the Secretary of Defense (Program Analysis and Evaluation), and serving as a member of the National Security Council staff. He concluded his military career as the Vice Chief of Naval Operations from 1997 to 2000, when he retired.
Don has a BS in engineering from the U.S. Naval Academy and a Ph.D. in mathematics from the University of Cambridge.
