The foundation of any government organization is a clear understanding of its mission, where it is, and where it is going. It sounds simple, but providing decision makers with the actionable, qualitative, and quantitative information needed to reach this understanding requires sound analytical methods and rigor. Performance measurement processes must be established as the baseline for improving efficiency and effectiveness as well as the means for assessing and managing progress.

CLIENTS AND SOLUTIONS

VA—Strategic Planning

LMI assisted the Department of Veterans Affairs (VA) Office of Acquisition and Material Management in developing and implementing a strategic plan that focused on supporting the entire VA with policy direction for acquisition and logistics operations, which was reflected in its new name, Office of Acquisition and Logistics (OA&L). OA&L has established a Center for Acquisition Innovation and begun a transformation effort that will harmonize logistics operations throughout the VA.

 

SDDC—Strategic Planning

LMI helped the Military Traffic Management Command—now the Surface Deployment and Distribution Command (SDDC)—determine a new strategic direction. We applied the balanced scorecard to achieve the new vision of the leadership. As part of the strategic changes, the organization moved toward an expeditionary focus that enhanced its ability to integrate the Army’s end-to-end distribution process and provide surface deployment and distribution support to joint forces deployed around the globe.

 

GSA—Strategic Planning and Performance Measures

Since 2001, LMI has assisted the Federal Acquisition Service (FAS) in applying the balanced scorecard to measure and drive improved performance. Recently, this support included the development of the 2008–2013 FAS Strategic Plan and management of the organization's strategic initiatives. Under this program, FAS employees receive an annual organizational performance bonus, depending on how the organization has performed according to its strategic measures.

 

HUD and NAVSUP—Workforce Planning

LMI’s workforce planning model has helped agencies, such as the Department of Housing and Urban Development (HUD) and Naval Supply Systems Command (NAVSUP), develop and implement flexible strategic workforce plans, enabling them to better meet their missions.

 

MHS—Developing Performance Measures Aligned with Strategic Objectives

LMI helped the Military Health System (MHS) align and link performance measures and initiatives to its strategic objectives. The strategic objectives focus on three critical missions: manage and deliver the health benefit, deployable medical capability, and medically ready and protected force and homeland defense for communities. The performance measures gauged MHS success in fulfilling the needs of its customers—commanders, service members, and DoD beneficiaries. This ongoing effort is a collaboration among the Assistant Secretary of Defense for Health Affairs, three service surgeons general, the J-4 medical representative, and the reserve affairs medical representative.

 

USAF—Identifying Personnel Performance Measures

For the U.S. Air Force (USAF) Deputy Chief of Staff for Personnel, LMI provided key facilitation services to help the senior leadership of the personnel community identify performance measures to gauge its success in fulfilling the needs of all Air Force personnel: active duty military, civilian, Air Reserve, and Air National Guard. We developed a comprehensive framework of measures linked to its objectives.
