Scope:  The Contractor shall provide the following types of Security Cooperation Support Services to include:

  9. Policy Guidance and Oversight
  10. Budget Display and Reporting
  11. Functional and Regional Subject Matter Expertise

  13. Other tasks for addressing the Chapter 16 security cooperation reforms.

Security cooperation programs and activities will be implemented in the following functional areas:

Functional Category 1:  Security Cooperation Support.  This functional category consists of support to security cooperation programs and initiatives. Some activities included are:

  • Support to planning, program design, execution, administration, and implementation of security cooperation initiatives.
  • Justify, manage, and utilize assigned program resources, including budget and personnel.
  • Manage stakeholder communications.
  • Monitor deliverables.

This functional category also covers general security cooperation-related support that may be required by a DoD component.  DoD will expect Contractors to become knowledgeable about DoD’s guidance on designing and managing security cooperation programs, projects and processes.  The Contractor shall provide short-term and/or long-term subject matter expertise to support GCCs and other DoD organizations and components to support planning, execution, and AM&E of security cooperation programs and activities.

Functional Category 4: Program Management. This functional category may include support of the planning, execution, and management of security cooperation programs and includes support beyond AM&E. DoD will expect Contractors to become knowledgeable about DoD's guidance on designing and managing security cooperation programs, projects and processes. Security cooperation related support can further be detailed as subject matter expertise and program management, budgeting, and staff augmentation support. The Contractor shall provide short-term and/or long-term, embedded program management, budgeting, and staff augmentation support to DoD organizations and components to support planning, execution, and security cooperation programs and activities.

RS3 is a multiple award, indefinite delivery, indefinite quantity (IDIQ) performance based services contract that provides customized best value solutions that span the spectrum of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) mission requirements throughout the world. It can be used by federal agencies registered with ACC-APG.

F-35 Joint Program Office (JPO) Enterprise Planning Studies and Consulting

The F-35 JPO Enterprise Planning Studies and Consulting contract is a multiple award BPA for acquisition related studies and  focused consulting services to improve the acquisition of the F-35 Air System and/or the organizational structure of the F-35 JPO. Work performed under this BPA will support F-35 JPO in moving to an agile capability delivery system for the next generation strike warfare fighter, improving planning and execution and reducing costs and risks to meet the needs of the U.S. Air Force, U.S. Navy, U.S. Marine Corps, and partner countries.
