James Choung

Program Manager, CWMD

James, a retired Army colonel who has led large multidisciplinary teams for combined arms operations and defense systems acquisition, supports LMI’s engagement with customers who contribute to countering weapons of mass destruction (CWMD). His expertise spans CWMD program management, contracting, test and evaluation, rapid capability development, global sustainment operations, and plans and operations. 

Prior to LMI, James was a project manager for the Combined Security Transition Command in Kabul, Afghanistan, and the Joint Program Executive Office for Chemical and Biological Defense at Aberdeen, Maryland (now the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense). In the latter role, he oversaw a program management office (PMO) with three subordinate PMOs for total lifecycle management of integrated sensors for expeditionary bases and tactical unit defense, emergency management, and CWMD systems.

James also served in a financial leadership position as the deputy director of Army investments, for nearly two years, managing integration and coordination of budget formulation and execution activities of the Army's Research, Development, Test and Evaluation (RDT&E) and procurement appropriations.

James is Defense Acquisition Workforce Improvement Act (DAWIA) certified at Level 3 Program Management and Level 2 Test and Evaluation. He is a certified project management professional. He holds a bachelor’s in chemistry from the United States Military Academy and a master’s in biochemistry from Boston University.
